But again, there's zero evidence in the report that this is what DHS or Border Patrol thinks. There's a statement that they want detention (or prosecution) not harsh detention. Mainly there's evidence that they are overwhelmed by flood of people seeking entry via asylum claims.

If they did think that harsh ("abhorrent") conditions would actually deter people, of course, that seems crazy. Given the reward of eventual likely entry into US, and what these migrants have been through, the only harshness that might deter would be morally unacceptable.
