40 votes for Grassley bill, which would end "chain" migration in 10 plus years. How would bill that only reduced chain, but more quickly, & switched some slots to employment-based, have done? (I don't know,)

Any Establishment favored policy will easily have 55 to 60 votes in the absence of political pressure/loss. In the Truman/Eisenhower era the consensus was the other way. So unless significant numbers are voted out because of favoring more imm. these numbers won’t change.
Why not have a 20 year hard limit on chain mig.? This freezes the changes for a period of worst case scenario 2 successive 2-term Dam President’s, 2021 to 2037.
