I think welfare reform would've been a success if it resulted in AFDC-dependent poor Americans becoming working poor with no change in income, for a) social inclusion b) future mobility c) social egalitarian reasons. But obviously reduction in poverty a major goal as well. https://t.co/gyArYWKB8e
